[Page1] America's Roadway Program is in the Midst of a Transformation [Page 2] Roadways have entered a new era of relevance and service in our lives, transforming our needs and expectations... No longer simply a means to move goods to market and troops to their stations, today's roadways are as fundamental to our daily lives as the roof over our heads and the wheels under our chassis. Why? [Page 3] Roadways supply mobility, and mobility is the cornerston"e of access to the American dream. Today's roadways provide an extraordinary service: They allow each of us to choose the borders of our own communities. Whether a child plays a championship soccer match 40 miles away from home, or a mother goes online to receive delivery of treats from her faraway homeland, roadways serve every corner of our customized community. With all of that hope, business, and opportunity riding on our roads, the roadway customer's demand for safety and performance grows ever higher. That's where the National Partnership for Highway Quality comes in. NPHQ advocates for the roadway customer's demands. It promotes practices and programs that ensure our highways operate at peak performance now and into the nation's future. The National Partnership for Highway Quality exists to lead this highway quality movement. [Page 4] "My Way is Highway" So what do we mean by "QUALITY"? "Quality " signals "customer-focused" projects. First, a quality project recognizes that "the customer" is not a contractor or a government official, but the roadway user. Second, it brings all stakeholders to the table from roadway professionals to local citizens and businesses to plan construction projects and roadway improvements. Using quality management principles, even the most complex projects are routinely delivered to roadway users on budget, on time in fact, often well ahead of schedule and with minimum negative impact on all concerned. Why advocate for "QUALITY"? *Quality means outstanding job performance and improved profit for contractors. *Quality means Congress can provide to tax-paying Americans the maximum return on the federal roadway investment. *Quality means the nation's roadways are planned, specified, designed, constructed, operated, and maintained to the highest possible safety and performance standards. *Quality means government agencies can deliver superior service to the public. *Quality means unprecedented responsiveness to the evolving needs of the roadway customer, the American motorist. Quality means maximum cooperation between public agencies and private industry to optimize roadway per formance for the nation's drivers. *Quality means key stakeholders combine their energy , vision and expertise to consistently deliver the world's best network of highways, roads and streets. [Page 5] State Quality Programs NPHQ provides mentors, materials, workshops, and expertise to states that want to start or improve a "highway quality " program. NPHQ also monitors breakthroughs and accomplishments achieved by states and shares those advances with the highway community. Measurements NPHQ identifies, verifies, and distributes data that measures the quality of the nation's highways. It evaluates procedures commonly used to validate quality improvements and continually searches for new ways to measure roadway performance. Training and Certification NPHQ promotes the training and certification of a robust pipeline of technicians so that all highway or ganizations have the qualified people needed to manage quality control. NPHQ supports the programs of its member organizations and academia to train and certify all technical skills used in highway work, and the development of new core training curriculums. Awards NPHQ administers several awards programs that promote best practices in the highway quality movement. Outstanding achievements are studied and highlighted to all stakeholders who may benefit from their example. NPHQ's awards program includes the National Achievement Award and the Making A Difference Awards, which are given in alternate years. Communications NPHQ channels information about the benefits of the highway quality program to industry, government and the general public. It gives voice to the collective wisdom of highway quality advocates and reflects back to them key messages from the motoring public. How does NPHQ improve highway QUALITY? Five committees focus the skills of America's leading roadway professionals on innovations that meet the customer's need for mobility: [Page 6] Who is NPHQ? Now in its second decade of service, NPHQ is an exceptional partnership of the Federal Highway Administration, the American Association of State Highway and Transportation Officials, the American Public Works Association, the National Institute for Certification in Engineering Technologies, the Foundation for Pavement Preser vation, and 8 of the nation 's leading roadway construction trade associations. The Road Ahead In its first ten years, NPHQ stimulated the creation of state quality partnerships across the nation and helped to establish the highway quality movement.
